The fix to implement this will be in nanox/srvfunc.c::GrRaiseWindow(),
you'll need to check for this flag, and not allow any other window
to be linked in front of this window.  (check the code around
wp->siblings).  GrRaiseWindow is used to make a window
the topmost window.
