Hi,
this all looks good, the only thing you should also check is the dll.conf
(in /etc/sane.d) it should contain the plustek entry...
If this does not help, enable the debug output of the Plustek backend
and send it to me:
export SANE_DEBUG_PLUSTEK=12
scanimage -L
