New versions of picp & gpicp released

If you have any problems with the latest release, please send me an email with a description of the difficulty, and a log file showing the problem. Additional support for 18f devices has been added, along with support for USB ports. The picp code now has two versions: picp and picp-isp. Warp-13 with BluePole v1.5 firmware has different timing requirements for chips using ISP programming. If picp fails, try using picp-isp to program ISP devices.
